Francis Jackson, a founding partner at Jackson & MacNichol, is one of the handful of lawyers who met to organize NOVA, the National Organization of Veterans Advocates, in 1993. Mr. Jackson had one of the earliest cases at the Court of Appeals for Veterans Claims and has handled hundreds of cases at the Court since that time.
